| Abstract: | This research discusses the concept of partnership, that is to say, the process by which two or more agents are willing to negotiate and to act in a changing context, which results in project dynamic. The theoretical and conceptual framework bears upon funcionalist and territorialist paradigms, employment system approach and studies of local actors actions. Empirical basis concerns the study of employment policy strategies, public programs and experiences of local promotion of employment in Portugal and Europe. One of the main results of the structural crises of the fordist model is the tendency towards the increasing unemployment and precarious employment, which are the main sources of social exclusion. In this context, European Union established the basis of European employment strategy alongside with the recognition and reinforcement of local scale has crucial level of intervention. In view of social and employment problems local partnership foster employment promotion on a social integration perspective. These experiences joint «social» institutions and private agents for partnership actions. On the other hand, partnership limitations concern namely the lack of strategic discussion and the difficulties to adapt organisational cultural differences. |
